Why Tender Bids Get Disqualified in South Africa (And How to Make Sure Yours Doesn't)

Most government tender bids in South Africa don't lose on price. They lose on paperwork. A bid can be the cheapest, the best-qualified, the obvious choice — and still be thrown out before the evaluation committee ever reads the number, because of a missing form or an expired certificate. This is the single most expensive misunderstanding in South African tendering.

Here's why bids actually get disqualified, in the order it happens most, and how to make sure yours survives.

1. A missing or unsigned SBD form

Every tender pack requires a set of standard bidding documents — SBD 1, 4, 6.1, 8, 9 and the pricing schedule, at minimum. Miss one, or leave a signature off a declaration, and the bid is non-responsive. No appeal, no second chance, no 'what we meant was.' The evaluation ends there. This is the most common disqualification in the country, and it's entirely preventable.

2. An expired B-BBEE certificate or affidavit

B-BBEE scores your preference points — on an 80/20 tender, up to 20 points before price is compared. An expired certificate doesn't score a lower level; it scores zero. An EME under R10m turnover qualifies automatically with a sworn affidavit, but an expired one is worth nothing. Check the date before you submit, not after.

3. A lapsed CSD registration

You cannot be awarded a public contract without an active Central Supplier Database registration and a MAAA- number. Registrations lapse — a director change, a bank detail, an expired link — and a lapsed status at award stage is an automatic disqualification. Verify it's active before you bid.

4. A missed compulsory briefing

If the tender says the site briefing is compulsory, attendance is a hard requirement. Miss it and your bid is dead on arrival regardless of price. The date is in the tender documents, and it's not negotiable.

5. The wrong CIDB grade

Construction and works tenders specify an exact CIDB grade band. Bidding one grade short is an automatic disqualification — the evaluators can't consider it, no matter how good the bid is.
